WHO IS TSTF
The Texas State Troopers Foundation (TSTF) is a 501(c)(3) nonprofit organization dedicated to supporting the brave men and women of the Texas Department of Public Safety (DPS) and their families. Established by the leadership of the Texas State Troopers Association, an organization representing and serving DPS Troopers since 1984, TSTF was created to expand the resources available to troopers beyond legislative advocacy, ensuring they receive the financial, educational, and community support they deserve. By forging partnerships with corporations, organizations, and individuals, we provide critical assistance that strengthens law enforcement and builds bridges between officers and the communities they serve.

MISSION
To honor and support DPS Troopers and non-commissioned employees of DPS by providing essential benefits and sponsoring community programs that enhance their well-being and fosters stronger relationships between law enforcement and the public.
VISION
We envision a Texas where every DPS employee and their family have the financial security, educational opportunities, and community backing they need to thrive. Through corporate and individual contributions, we aim to create a lasting impact that not only benefits the brave men and women of state law enforcement but also enhances public safety and public trust.

SURVIVOR BENEFIT
Providing substantial survivor benefits to the families of DPS Troopers killed in the line of duty, ensuring financial stability in times of tragedy.
SCHOLARSHIP
Providing academic scholarships for the children of DPS troopers and employees, helping to ease the financial burden of higher education.
EMERGENCY ASSISTANCE
Providing emergency financial assistance for DPS employees facing unexpected hardships, such as medical emergencies or natural disasters.
CONTINUING EDUCATION
Supporting continuing education opportunities for DPS troopers seeking to advance their careers and skills.
GENERAL PROGRAMMING
Supporting community events, outreach, youth sports programs, and other relationship-building opportunities to strengthen the relationship between state law enforcement and the public.
Providing meals and assistance to DPS troopers working long shifts during emergencies, disasters, and holidays.
Supporting initiatives that promote law enforcement appreciation, including recognition events and family support programs.

ROHNNIE SHAW
Rohnnie has been Chairman of Texas State Troopers Foundation since the fall of 2024, with a mission to provide even greater support to DPS employees and their families. Rohnnie served 21 years and retired at the rank of Captain with the Hobbs Police Department in New Mexico. After retirement, he served three years as Chief Executive Officer with the United Way of Lea County (NM). He is a graduate of the FBI National Academy Session #234 and earned a Bachelors in Business and Law Enforcement Technology from Eastern New Mexico University.

LOUANN MARTINEZ
Louann H. Martinez brings over 40 years of experience in government relations, advocacy, and financial oversight, with a deep understanding of budgets and nonprofit operations. As a former legislative director and longtime advisor on education policy and finance, she has successfully navigated complex funding and appropriations processes. Her expertise in financial management and strategic planning makes her well-equipped to serve as Treasurer of the Texas State Troopers Foundation, ensuring its financial stability and long-term success.

ELLIOTT GRIFFIN
Elliott Griffin has a proven track record of building effective communications and advocacy strategies to help organizations grow and achieve their mission. With leadership experience in Capitol politics, political campaigns, public affairs, and nonprofit initiatives, he is now Owner and Principal at Griffin Communications. As Vice Chair of TSTF, Elliott is engaging stakeholders, raising awareness, and driving donor support for programs benefiting our law enforcement community.
